How the Stationery Department is structured to serve Government offices

The Stationery Department functions under the Controller of Stationery, headquartered at the PMG junction, Thiruvananthapuram. The department's responsibilities are distributed between the Controller and two Deputy Controllers, each entrusted with a distinct portfolio.

Hierarchy

Controller of Stationery

Head of the department. Provides overall direction and is the final authority on policy and procurement decisions.

Deputy Controller (Administration)

Handles establishment, finance, file management, RTI and general administration of the department.

Deputy Controller (Stores & Purchase)

Oversees procurement, stock management, indenting, voucher approvals and waste-paper disposal.

Stationery Inspectors

Field officers who inspect stock registers and verify monthly consumption returns from consumer offices.

The department operates a network of stores spread across the State to ensure that stationery reaches every consumer office without delay:

Main Store

Thiruvananthapuram — central warehouse for all stationery items procured by the department.

Regional Stationery Stores

Thiruvananthapuram, Ernakulam, Shornur, Kozhikode — serve all districts within their respective regions.

District Stationery Stores

Located in 11 districts: Alapuzha, Idukki, Kannur, Kasargod, Kollam, Kottayam, Malappuram, Pathanamthitta, Thrissur, Wayanad and Palakkad.

Secretariat Stationery Store

Dedicated store at the Government Secretariat, Thiruvananthapuram.

Functions of the Department

  • Forecasting and procurement of stationery materials based on consumer office demand.
  • Storage, quality control and stock management at all department stores.
  • Issuing stationery against approved vouchers from consumer offices.
  • Maintenance of card details and approval workflows through the TERMS portal.
  • Management of waste-paper contracts and disposal of unused materials.
  • Inspection of consumer office stock registers and monthly consumption returns.

On the Path of Transformation

The department has been steadily moving from paper-based processes to a fully digital workflow. With the rollout of TERMS 2.0, every consumer office can now register online, submit demand forecasts, file monthly consumption returns and track voucher approvals in real time.

Did you know? The Stationery Department was one of the early adopters of free and open-source software in the Kerala Government — a tradition that continues with TERMS, built and maintained on open standards.
